I sold a Nokia mobile on eBay to a chap in WA. It had been mine then pasted
down to my Son.
When I got it back from my son I tried my sim card and all worked fine.

When it got to the purchaser it's locked so he says and is not happy. My Son
swears he has not put a code in but offered two that would be used if he had
and they don't work.

My question is can the purchaser have a sim card that reacts to the new
phone ?
He's getting hot under the collar and I cannot help him.

Maybe it is locked to the network your son is on.

The eBay buyer must be on another network.

You have "Phone Security" activated.
The phone remembers the last five SIMs used, if you put another SIM in, you
need to enter the Phone Security code.

You need to give the Phone Security code to the seller or else you have sold
him goods he cannot use, through no fault of his own.
