Blackberry locked to carrier?

Do you know if Blackberry handsets are locked to the carriers that sell
them?

Or can I buy a handset outright from the cheapest retailer (say Vodafone)
and then get a sim with blackberry service from a different carrier (say
Telstra)?

Do carriers even let you buy a Blackberry handset outright without
contracting it?

Reason I'm asking is that Vodafone has the Blackberry 7230 for $599, Telstra
has it for $799.

If they are locked, they have to tell you before purchase.

I just found out from Telstra that the Blackberry IMEIs are locked to the
carriers, so no porting networks possible.

Check with Vodafone, I don't think they normally lock phones.
