Sounds dodgy - there's no reason why they can't give you a price and
negotiate a discount before you slap down any sort of money.

I'd buy elsewhere, and let Nissan head office know what their dealers are
getting up to.

They pretended to not know the base price was $18,990. they insisted it was
$19,990. its been $18,990 for 6 months at least!! And get this: After all
that, they then said Nissan was going to increase the base price of the
Pulsar to $19,990 at the end of the month. What a contradiction!!
