Why don''t you ask the local authority where you MAY get a valid answer?
Since we have to guess where you live how can we know what the local
answer is?

sure, you keep the plates. the new owner wont want to pay $130 a year for
them , will they ?

You can change your plates. You return the old ones and pay for new ones.
The amount to pay once off and each year will change depending on the type,
eg aii1970 might be the same price, expensive or not allowed.
