Considering there are next to no public details on this 'new cap', I
assume it's offered internally to optus customers potentially bleeding
to Vodafone?
Is it available on pre-pay, or post-pay without contract (With exactly
the same value)?

Wasn't there when I checked not so long ago.
"The minimum total cost for the $49 Cap Plus PTT 24 Month Plan is $1,176
plus handset costs. If you choose the $49 Cap Plus PTT 24 month Plan and
you cancel your Optus Mobile Digital Service or it is disconnected for
any reason, or you switch carriers within 24 months (“Termination”), you
will be required to pay the remaining amount owing on your phone, if
any, plus applicable Termination Fees."

There is also no contract if you request it. Month to Month.
Thanks,
Scott

So why is there a 24 month contract if it is not needed?
Sounds like a scam

You can elect to enter a 24-month contract to get subsidised handset
repayments.
> Sounds like a scam
A scam is revoking bonus options from a loyal customer at the end of a
contract term, unless the customer enters another 12- or 24-month
contract term.

If you are a Member, you get a Bonus option for as long as you are a Member.
Thats pretty easy to understand.
If you choose not to become a Member (ie. you switch to Casual and dont
renew your Member), then that is your choice.
