when your mobile is switched off, do you find that people can't leave a
voicemail messages?

Should work....
Go into your divert settings and make sure 'Out of Range, Switched Off' are
set to divert to 212

I have no problem in that regard, but it is just set at factory
default.

neither did i then suddenly people say they can't leave messages.
