Server Busy Message

I have Windows XP. Everytime I switch my computer on I get the following
message box: "Server Busy. This action cannot be completed because the other
programme is busy. Choose "Switch To" to activate the busy programme and
correct problem." When I choose Switch to I get the Start Panel and have to
click away from it to make it go away. It appears to be using up processing
power on some kind of loop that I can't fix. I notice that someone had the
same problem in March but no-one answered. Does anyone know how to fix this?
