Complaints go to who regarding misleading info?

Hi,

I was wondering who my gf should contact in relation to taking up a
matter with a certain carrier who has given mislead information to
secure a mobile phone deal to both of her parents.

She wishes to change her parents plan to the plan which is cheaper
(which they orginally said wasnt as it was less profitable) and they
will not let her.

Can any nice people out there tell me which department we should
contact to lodge an official complaint?
