DVI is DIGITAL and component is analogue.
Good luck on that one.

I think you'll have more luck finding a VGA to component converter, at least
that's an analogue to analogue process (pretty much all PC video DVI outs
also have VGA built in)

On PC cards the output is DVI-I (I meaning both digital
and analog are "Integrated" into the same connector). You
can purchase DVI-I to component adapter either from ATI
or third party such as the following...
http://www.videocapturecard.com/hdtvaiwr8500.html
The RADEON chip provides hardware RGB to component so it
is just something that the driver needs to enable. The ATI
adapter includes a dongle circuit that the driver looks for
to enable component out. Lots of info about PC card TV out
can be found here...
http://htpcnews.com/forums/index.php?showtopic=9263
Apparently there is a patch available (google ATICVPatch)
that forces the DVI port to component out. You can then use
the DVI-I to VGA dongle that comes with the card, and a
commonly available VGA to component cable (JB HiFi have them).
However there appears to be restrictions on which catalyst
drivers it works with, so you might need to downgrade.
