To move the taskbar
Click an empty area on the taskbar, and then drag the taskbar to a different
location on the desktop.

Note
If you cannot drag the taskbar to a new location, the taskbar may be locked.
-----

To lock the taskbar into position
Right-click the taskbar, and then click Lock the Taskbar.

Notes
When you lock the taskbar into position, it cannot be moved to a new
location on the desktop.
To move the taskbar to a new location, click Lock the Taskbar again to clear
the check mark, and then drag the taskbar to its new location.
