Anybody have any insight into the termination rates carriers charge each
other for mobile calls across networks?

What is it for PSTN to Mobile? (At least 22cents I would assume). Does
the landline to Mobile charge have to do with each mobile carrier it
terminates with?
Would it be plasuable then to have a mobile carrier which allowed cheap
calls to mobiles via landline, or is this price locked across the board?

Yes. Each can charge a different rate.
very transparent a few years ago when T charged a higher rate to terminate
calls on Voda mobiles, compared to Optus

Termination rates should not regulated, as for mobile only operators that really there only source on revenue, the network is being used so you should have to pay that.
