Use Windows Media Encoder for the streaming part. It's free and pretty easy.

Erm, how about for someone who either feels adverse to Windows software
or uses a Mac? :)

I'm merely recommending the software I use and prefer. If the OP wanted Mac
software he probably would have mentioned it.
