If they could afford it. Ch. 31 is run without government funding. That applies to all Ch. 31's in Aus. Also it may not be allowed by the government unless they have proper licensing.

No, There are ongoing meetings regarding this as 31, at least in
Melbourne is ready to go digital at the flick of a switch.
The Government said that they would assist the migration of Community TV
to digital several years ago but still nothings happened.
There is a campaign by C31 to lobby Government to make a move soon on
the C31 website www.channel31.org.au
There is also a campaign against Foxtel for it's decision to refuse to
retransmit C31 in each state despite telling consumers that they
rebraodcast all the free to air channels.

In Sydney there remains the possibility that D44 (Macquarie datacasting
trial) will carry it. Have to wait til TVS (the new Channel 31) starts up in
November to find out ...unless it gets announced prior to then.
