Hi

I must admit, I've only been is Australia for 2 years now, so I'm no
expert, but I was used to petrol being about 10c cheaper in QLD than in
NSW. I think it is due to some QLD gov't subsidy.

As of 26th Aug 2005, the average Brisbane fuel price is about the same
as Sydney prices for the last 5 days.

Are QLD motorists being ripped off?

Nah, NSW is being ripped off when their fair share of tax revenue is
shipped off the Qld to subsidise petrol!

No it isn't. The article quotes terminal gate prices -- ie the price
_before_ the state tax is refunded.... The bulk end user (last bulk
purchaser -- including servos) is refunded 8.4¢ per litre by the
Queensland Government, which should effectively reduce the bowser
price by 9.2¢ when GST is factored in.

It works this way because the federal government taxes the oil
companies at the full excise rate, which includes a state tax
component. Queensland, which has never had a state fuel tax, refunds
that component to licensed bulk purchasers rather than the fuel
distributors (who're usually the oil companies)... ie service stations
get the 8.4¢ refund paid direct.

The system has been exactly the same for a number of years.

I thought Beattie dropped it a few years ago because they reckoned they
couldn't stop tankers crossing the border and buying up the cheap petrol.

Might be the origin of servo owners saying they're selling below
'cost' in these parts.
You know, the old 'to remain competitive' gag.

Correct to say that no matter what, they get their GovCo refund paid
out no matter what they sell the stuff for?

He proposed retaining the state tax component (as all the other states
do) in return for lower registration fees. The foolish sheeple
bleated loud and long so he backed down (as populist politicians are
inclined to do).

The bulk end user licensing system operating in Queensland means that
bulk fuel crossing the border doesn't get the state tax component of
the federal excise refunded. The only way that could happen would be
if a bulk end user (ie a licensed bulk purchaser) were rorting the
system. Non licensed bulk purchasers can't claim the refund.

The way the fuel distribution system currently operates would make
rorting extremely difficult as both the Queensland Office of State
Revenue and the ATO link directly to the fuel distributors' invoicing
system. Govco Qld also requires annual returns from all bulk end
users -- mine was posted yesterday (they're due in on September 1).

The terminal gate prices are largely ficticious, in that no one
actually pays those prices (discounts apply). Nor is it possible to
determine precisely what the average bowser price is -- due to oil
company based discounting and cross subsidisation of outlets.

Correct. However, if there are ripoffs occurring I doubt that the
servos are the ones to blame. Certainly some locations pay a lot more
than others, but how much is due to distribution costs and sales
volumes is awfully difficult to gauge.

Any time I travel interstate I get the impression that Q doesn't do
too badly on bowser prices, particularly in regional outlets.

NSW has/had a state fuel tax
where QLD doesn't

Share of GST revenue is not returned to the state where it was levied
but instead is 'distributed' among the states.
Qld gets a far bigger slice of the pie than it's share of ingredients.

The subsidy QLD gets on fuel is due to the lack of state fuel tax, not GST,
or more accuritly the state fuel tax that the Govt must charge is returned
to purchaser as a subsidy. It's just that the other states Govts keep the
fuel tax money for themselves..

The reason that Qld can return the fuel tax is
because they get better than their share of national GST collection
back....get it yet?
