boot login system standby

hi can anyone tell me how to set the timeout for system standby in the
xp boot login screen. i tried some registry tweaks in the users/control
panel/ desktop place but nothing works. i can set the screensaver and
that works fine but i cant seem to get the system standby thing to work
after i set the the timeout. forgot to mention that it does come on but
seems to be at a default setting around an hour i think. when i have
the xp loaded with the desktop screen standby works perfect when i set
it, its just the login one. any help would be great. its been annoying
me for ages!
