http://www.rta.nsw.gov.au/newsevents/2004_11_lighthorse_interchange.html

"The 55 metre tower will feature reflected light which splashes back on to
the interchange and will be visible up to two kilometres away."

"In addition, about 2000 commemorative red batons up to two metres high will
'sprout' from native grasses on the median strips of both the M4 and M7
Motorway interchange approaches, signifying the predominant regimental
colours of red and green."

"These commemorative batons will progressively identify the Light Horse
Interchange for approaching traffic."

I would assume they're fibre optic, as all of the 'wires' seem to hang out
the same way on each pole, at the same bend. And from the report, I'd say
they would alternate red and green or have some sort of pattern like catseye
reflectors.
