This is true. The ABS measures the official rate, and it's used the same
criteria for yonks. If they changed it, it'd bugger up the stats as they
could no longer be used for comparison.
Unemployment rates are not numbers of people on the dole, it's compiled by
the ABS, who measures it with surveys.
