I remember this same idea being proposed in the local press by a
bloke from South Australia when I lived there over 20 years
ago.
Free power? No chance.
The power gets robbed from the vehicle's forward momentum. So
it's powered by extra petrol or Diesel burnt by passing
vehicles. On any normal streach of road, it's an extra tax!
In a "braking zone" where vehicles are trying to wipe off speed
down-hill or due to a speed limit reduction, the idea has
merit. Otherwise not.

Apart from which, the total energy gained is Work and measured in kJ.
The use of kW is rightly a measurement of Power, or how quicky the
energy is converted. (just my pet hate)

Except that if the vehicles are using regenerative braking (eg prius),
it's still robbing power from the vehicle.
