Howard knows a lot about what he dosn't know

He can present what he dosn't know instantly and go on to assure us what
other people don't know. You could say he is very clear about what he
dosn't know, and is always up-to-date on what he dosn't know.
If knowing what you don't know is an asset, then Howard is well endowed.
From time to time he presents facts, that at the time he thought he knew
but subsequently discovered that he didn't. He is able to produce these
erroneous 'facts' consistently because he does so in 'good faith',
believing at the time that what he really dosn't know and what he does
know are interchangable. So if you are wondering why you voted for this
!$#%*@ its because what he dosn't know and what he does know are the same
