Won't help you any time this week, but there are a whole pile of new

Does it cost money to use the service? or do you just download it, with the
relevant bluetooth device and use it?

Once you have purchased the Bluetooth capable GPS Unit and appropriate
software to make use of the GPS data it will be free from then on.

Bluetooth uses 2.4GHz at very low power to allow coverage of about 10
Metres from each device, although some devices do have a range rated at
100 Metres or more.
