Is there a law or secret agreement between the DVD people and the
governments around the law that prevents digital receivers to be integrated
with DVD recorders?

No. They exist in the UK (Panasonic). In terms of burning to DVD,
they're going to be a bit underwhelming at first (until HD-DVD or blue
ray) as they'll only fit an hour or so of recorded TV on a DVD. The
advantage will be being able to record both DVB-T & analogue sources on
to the one hard drive.

Not quite true. There is no reason that the digital recording cannot be re-encoded on the fly to fit longer length recordings onto a disc. The current batch of Pioneer DVD/HDD recorders do this during a file transfer from HDD to DVD.

I believe there is a LG 2XHD Tuner/DVD Recorder/HDD unit coming to the
general market in Aus. shortly (available now in some places).
I don't have specific model numbers or anything, but I believe this is the
start of what's coming later this year.
