Can anyone tell me if any of the Australian carriers have enabled cell
broadcast? 3 haven't but what about the others?

How did you come to that conclusion?
Hint: have a look at 3GPP TS 23.041.

That's right John, I emailed 3 late last year about this and they tried
to say it wasn't part of the specs as well. I replied to them that they
were liars with numerous URLs to prove it, never did get another reply
to the matter.

I'm not going to deny that it's in the specs, but a few 3G phones
refuse to use cell broadcast in 3G mode, the Nokia 7600 comes to mind.
I also believe my 6630 does not support it either and I get the feeling
not many if any Nokias do (but I could be wrong).
I have also been lead to believe that with a CDMA type of modulation
you're mostly are talking to more than one tower, which makes cell
broadcast difficult to achieve, but this is where I am getting out of
my depth and someone who has a better knowledge on this subject should
step in.
On a similar subject, I have been using a program called CellTrack on
my 6630 (S60 app), a description for each cell you go past can be
manually inputed, and I've been "collecting" many Voda 3G cells in
Melbourne (plus some 3 in Canberra). It's a solution, but maybe not a
great one.

No this is not true in idle mode.
