Trouble with iTunes

Any attempt to download tunes using iTunes flashes up a message saying
"Licence agreement" then the program closes down.
This happened using the iTunes on the CD that came with the iPod Nano, and
then with the downloaded iTunes 6.

Configuration:
Windows XP Home Edition Service Pack 2 (build 2600)
HP Pavilion
2.80 gigahertz Intel Pentium 4
512 M RAM
8 kilobyte primary memory cache
512 kilobyte secondary memory cache

Anyone know how to fix this so that the kids can get the tunes for their
Christmas iPods?
