Merging settings XP Pro

When my computer was set up with XP Pro, it was with Administrator
with password entry, plus User1 and User2.

The User1 has been used for most program installations so has
different personal and desktop settings.
Can I merge the User settings with the Admin settings to have a common
desktop , using the Administrator for all future installations????
