I have an 89 Laser. On one of the frosty days recently I accidentally turned
the wipers on before I had wet them down and one wiper stuck on the
windscreen.
It now won't work and is moving loose on the spindle. Is there an easy way I
can fix this problem myself (given little experience or tools on hand) or do
I need to get it to a repairers?

Sounds like your up for a new wiper arm.
They are simple to replace, just undo the big nut.

You'll have most likely stripped the alloy splines out of the base of your
wiper arm.
Try tightening the nut down firmly, or just replace the arm itself.
