In vic stamp duty is then payable on market value.

Private property in vic. Once you get a sticker put on the car by the
council you have to move it or it will be towed away within a certain no of
days. But this could take years as someone has to complain and there is no
fine involved so you can just wait until you get the sticker and then move
it.
