UEC decoder problems

I'm trying to power up the decoder, connected to c1, but I can't get
any onscreen status - my tv just goes black. Is this normal for a box
set for b3, or is it just screwed?

It's a UEC, it is rubbish, get rid of it and buy something consumer
friendly.
