AUTHORITIES have started clamping the car wheels of serious fine
defaulters across Victoria under tough new powers handed to the state's
Sheriff's Office.

Officers armed with registration details swooped on a car park at the
Queen Victoria market in North Melbourne today, clamping the wheels on
five cars and issuing 25 warning notices.

The operation signalled the introduction of new powers which allow the
Sheriff's Office to clamp the wheels of vehicles belonging to people
with unpaid fines for traffic offences, parking tickets, public
transport fare evasion and other offences.

There are currently up to 430,000 fine defaulters in Victoria.

A Department of Justice spokeswoman said one fine defaulter who's car
was clamped owed $49,000 in unpaid fines.

“They identified vehicles that had (in total) $140,000 in outstanding
fines,” the spokeswoman said.

“One car alone had fines worth $49,000,” she said.

“They clamped five cars in total in one location, in one car park at the
Queen Victoria market.”

Registration details were used to check a driver's fine status.

The spokeswoman said there was one case where a car that was clamped had
changed ownership recently and the transfer papers had not gone through.

“Somebody hadn't transferred the ownership and it was actually a
previous owner who had the fines.”

She said the clamps were removed once the paperwork was faxed through to
officers on site.

The spokeswoman said the clamps on the other four cars were only removed
when the owners agreed to pay the fine either in full or by instalment.

“If they are the owner then they make arrangements to pay ... and then
the wheel clamp is taken off and they can drive away,” she said.

“But if they don't keep the instalments going then the warrants come out
again.”

Premier Steve Bracks said the tough approach had already worked in other
jurisdictions.

“We've had experience in other areas ... in South Australia and overseas
jurisdictions, where being tough on those who are persistently not
paying their fines (has worked),” Mr Bracks told reporters today.

“We believe those penalties will have an impact,” he said.

The Bracks Government was confident the measure would help claw back
more than $700 million owed to it in unpaid court and police fines.

Opposition police spokesman Kim Wells said he supported the tough new
approach to fine defaulters.

“You have to send a clear message,” Mr Wells said.

”What's the point of having fines if they are not going to be enforced,”
he said.

“One fine, two fines, people getting 20 and 30 fines.

“Of course in the end they have to be wheel clamped, otherwise the whole
system will break down and people won't pay their fines.

“You have to do what you have to do at the end of the day to enforce the
law.”

It's interesting to note that GovCo has the power (and does) issue an A4 sheet of paper that sez
"pay up or go directly to gaol until you do" when they send the cops to knock on their door.

Having NO CONCERN about inconveniencing a "new" owner is typical of GovCo's present day
methodology......

Obviously not outlawed but what else would you suggest, they could
arrest the defaulters and lock them up for a very long time but that
would cost taxpayers and the bad guys would still get out of paying.

This is justified. It's for serial fine evaders, not everyday people
who are a bit late with paying.

Some people choose to live outside of the law, comfortable in the
knowledge they can mostly just get away with it. These are the people
the govt. should be chasing, not Mr. and Mrs. 1-2 km/h over the speed
limit.

In Vic IIRC, a bad guy is 3 km/h over the limit. The stricter they
enforce, the more defaulters they will have, the more Gestapo bully
tactics they will implement. Maybe if they didn't have so many stupid
rules in the first place.

We used to have TV licences once and yes they did get people going to
court for being so evil not having one.
It all comes down to what the public will tolerate. The main problem is
the gov seems to be able to think up more and more stupid rules for us to
live by, turning everyone into a lawbreaker. I mean, we can't even wash
our car with a hose even though our local dam is fairly full. I reckon I
used more water with buckets today... whilst muttering, this is farkin
stupid.

Getting fined for being 3k over is IMO a myth mostly started by the info
on the fine documents.
A "detected speed" of 67kph will result in an "alleged speed" of 63kph
or 3kph over the limit when you were really 7 kph over, the chances of
being booked for only doing 3kph over the limit are next to nil.
I think the chances of being booked for speeding in NSW or QLD are just
as high as in Vic.

It even gets more and more stupid. When our dam was critical level, they
allowed trigger hoses to wash your car but no hosing gardens, buckets
only which sounded OK, but now that the dam has become almost full they
ban hoses. The reason for this stupidity is - farther north their supply
is down to critical so we've gone out in sympathy it seems but even more
stupid is when we were critical there was no such watering ban farther
north. I did say stupid but I meant fuck*ng ridiculous.
Our mayor is one of your mob and apparently he's going back when his
tenure is up.

Do you know what "the greek mafia" refers to?

It's unique to the Newcastle/Lake Macquarie area...

Descendents of several greek immigrants, who dominate the ALP in the
local branches, allowing them to install whoever they want as the
candidates in "safe" labor seats. Merit is not part of the equation,
but family connection is!
