No it probably won't run at all but it will cetainly run a 5V fan.

I run several 12v fans on the 5v rail esp case fans that I want to run
quietly

Both of mine won't unless I give them a pushstart, curiously.
Are your fans ball bearing or sleeve types?

Dunno! I have a couple of Thermaltake case fans in my son's machine running
on 5v. I also run my Zalman CPU and GPU coolers on 5v, but I know these are
designed for both 12v and 5v.
I did have some variable speed fans with little built in thermostat wires
that wouldn't work at 5v even if it was very hot.

Thanks for the info, I'll now be looking at a couple of 12v fans that run at
5v because my system is both noisy and sucks in dust like a friggin Hoover
at present.
