A friend bought a motorola phone from China, unlocked but is badged with the
local providers services etc, a hard reset didnt change this - is their any
quick fix?

Re-flash the firmware is generally the only option. Not a quick fix though.

Motorola phones have what is known as a flex file.
Basicly, a flex file contains a set of settings and a set of files (such as
wallpapers, ringtones, provider logos, system config files, JAVA
applications etc).
Depending on the phone model, it might be possible to find a generic flex
file that can be flashed onto your phone. If you want to pursue this
