I dont have a land line I use, and so often it tells me the number isnt
available from mobiles...

It's to do with how the company that has the 13 number has set it up (they
can prevent calls originating from mobiles/in certain areas).

I've never quite worked out using area codes from landlines with 13
numbers..
Like you can dial (02) 131 500 from WA, so who pays for that call?

Calling 13 and 1300 numbers work like this.
The person calling will be charged the cost of a local call (Even if it is full mobile rate.)
The company will pay approx the following
local call charge if called from a local area.
Long distance charge (approx 10c per min) if called National.
Calls from mobiles are charged approx 2 to 4 time the price again.
Normally the company will choose what calls they take based on their income levels. If customer service would be turned off. If sales that earns income it would be on.
13xxxx have more control with areas they can control the calls eg postcode or suburb like franchises and stuff, but cost at least $500 per mth to run. 1300xxxxxx have less control like city or state but cost about $20 per mth to run plus calls.
Basically if they make money from sales they will take the call, and if not, mobiles are usually blocked. 13 numbers are a lot cheaper to run than 1800 numbers.

Nothing to do with prepaid.
A company/person with a 13 number doesnt not have to accept calls from
mobiles, or even out of state
