I've seen this a couple of times where the doors and boot of a car are taped
shut and the tape has been cut to get the doors open but not removed. What's
the go?

It may have been transported and the doors etc taped shut.
the tape is cut so that it can be driven to detailer/trader who will
give it a proper clean and remove the tape without leaving marks.
Oh and it is also an old cia trick to see if anyone has broken into the
car :)

I usually look for the normal signs, windows broken, stuff missing, car
missing. :-)

The car has had a predelivery inspection but hasn't been detailed yet.

I don't know specifically, but all our new cars certainly have lots of tape
and foam bits stuck all over them when they come in off the transporter.
Our PD department doesn't remove the tape either, that's a job for the
detailers so I'm guessing that is the case here.
Different cars have different transporting requirements expecially if they
spend some time on a boat.

CIA's definition of average is way down the std deviation curve than
most other western countries ;)
