I don't know which is the best.
However some of the better ones support the LAME mp3 encoder.
A bit of a list here.
http://lame.sourceforge.net/links.php
Whichever one you use there is a trade-off between amount of compression and
the quality of the resultant mp3.
Talked about here.

dbPoweramp is the one I use. Just right click on the wav file and convert it
to Mp3.
Google should find it for you.

Due to the clearing effect of the killfile
I was able to see Whisper say:

I use lame. It's quick, esp the 64bit version.

OP /did/ ask for suggestions about which is the "best" one. Google doesn't
really provide user opinions unless you want to trawl through reams of
forum posts.

yes you have a point.
so how to determine 'the best one'.
there may not be a 'best one' yet rather a group of good ones.
OTOH if any one of them do the job, then do you have a good one?

It's definately subjective but handy to know what others have had success
with.

probably, of course it depends upon lots of factors like the specific
application, os, gui preferences etc.
