Just found a link to a site about supposedly beating speeding fines - looks
like another Chinese con website if you ask me, but make your own mind up.

Fake doctors prescribing fake Ru-486, now fake anti-speeding fines.

If you read it carefully, I think you'll find that they're not actually
saying that they'll show you how to avoid getting/paying for speeding
fines, though they're certainly trying to give you with that impression.
They're asking questions like, "Do you want the security of NEVER paying
a speeding fine again?" but they're not offering to provide that security.

They'll just be advising you on things like avoiding incriminating
yourself, asking for a copy of the speed camera photo, and such like.
Useful information for the uninitiated, but probably not worth the
asking price.
