Does she plan on a phase-out of SD broadcasts to "encourage" the purchase of
HD capable receivers over SD-only?
Might be at useful to tell us that if something is HD only, you're not going
to see unless your box is HD capable at downconverting at least.
Or am I missing something, much like the farce during the introduction of
digital terrestrial?

No, the analogue debate has been and gone.
As I understand it, since SD-only receivers exist, and are common, any HD
broadcasts (if they're not simultaneously broadcast on SD) won't be seen by
those SD only boxes.
In other words, the "system" isn't inherently backward-compatible. It might
be if HD-capable boxes were the only ones being sold, but that's certainly not
the case.
A workaround is if they doubled up on HD programming with an equivalent SD
broadcast (no idea if this is happening though).
I'm doing what most of the country is going to do. Wait till the analogue
plug is REALLY pulled before shopping for digital.
Personally (just my opinion) HD is a waste of time and bandwidth. I'm
watching on a retired ex-CCTV 12" monitor with nice phosphor burns. At times,
you can make out the hallway and lift doors. Nice.
That's plenty good enough within my perspective, because I don't know about
anyone else, but free-to air programming is crap. And cable has more channels
of crap to choose from, that I don't have time for anyway.
So why would I want to pay more money for equipment and resources for crap
in high definition?
Audio is just a lost cause. I'm half deaf, so 5.1 really isn't going to
sway me either.

My analogue reception has been getting mysteriously worse over the past
few years. I have a digital tv tuner for a laptop that cost $109,
tinyUSB. I like being able to record tv shows on a computer.
Expect to buy any more digital equipment when I can be sure a digital
tuner is included in a recorder, or is available in the budget ones anyway.

I think has been since July in the Imparja TV viewing are since July 1
of this year. That November 1 date was for for Foxtel, Optus and Austar
viewers to join in.

I don't think so. PAL is just one of the many colour standards
"piggybacked" onto a composite video stream. It is still used, and will
continue to be used way after analogue TV is dead.
The _technical_ details and ramifications of the PAL (and its flavours) will
become more or less a moot point in the future, because the composite and
colour encoding transmission standards were designed around the (still
current) analogue TV standards (which won't apply after it's shut down)
It will continue to be used however, more because it's a standard, and thus
supports backwards compatibility to just about any monitor.
More especially now than far into the future, because you're NEVER going to
tell people in 2009 they're going to have to buy a new TV or monitor with an
associated digital video input, because the set top box they bought two days
ago does not have a composite PAL output to suit their 'current' monitor.
