No it's not, it's a nonsensical Usenet post.

the claim is utter rubbish. in fact on a very regular occasion I fly
over three military bases and take photographs.
the only restricted airspace is airspace under gunnery ranges and I
fly through a few of those when they are not active on a regular
basis. the only other restrictions are related to giving passenger
aircraft a trouble free access to airports.
heavens I even fly over an active ammunition store on a regular basis.
in fact I'm going to go and fly over all of them again tomorrow.

Quite right Stealth, but I will make a teensy correction to your post, not
all military restricted areas are firing ranges, some are used for pilot
training and other stuff (no I won't elaborate).
Now Stealth, you know that taking photos is actually quite naughty but I've
never been big rules that are unenforceable so snap away mate, you won't
capture anything that is not already known to the spooks of some of our near
northern neighbours. I will say that I am allways pleased to see that we in
this country can still have major military bases being legally overflown by
a private aircraft at whatever level he chooses.

of course.
and with wall to wall labor the poor old RAAF will be stripped of new
aircraft at every turn and will end up doing less and less flying.
I can see the day approaching that every pilot will need rotating
through the politician's flight (private airline) just to maintain
minimum flying hours.
