Hello.
NSW Police keeps records of all interactions with the public, about
both criminals and the general public, through the use of a free-form
database called a CENTRAL NAMES INDEX.
Everything from questions to crimes are stores on their database.
This has been around since 1990.
It is *IMPOSSIBLE* to expunge your name from this Index.
It is also *IMPOSSIBLE* to correct any wrong information on this
Index.
I wrote by postal mail to the NSW Privacy Commissioner (Ms. Philippa
O'Dowd) about this, and asked her how to expunge my name off CNI
records.
Her reply was, basically, "You can't & Tough Luck. We don't care
about your personal information is NSW Police are involved.":

Thank you for your letter regarding the "Central Name Index".
We advise, firstly, that we are unable to provide you with legal
advice. We can, however, try to provide you with some General Advice
regarding what we know as the Central Name Index (CNI) and the
information about you that you say is stored on this Index.
It is our understanding that a CNI number is assigned to a person who
interacts in some way with NSW Police, for example, a person reporting
a crime or seeking police assistance would be assigned a CNI number
and their details would be stores on a database. We suggest that you
contact NSW Police for more information how how the CNI works, and in
what circumstances a CNI would be assigned to a person.
We do not know how or if a person's details may be expunged from
Police records. We suspect that they cannot.
We advise that we do not know who 'owns' the data on the CNI, nor do
we know of the name of the computer server that this is information is
held on. Again, we suggest that you contact NSW Police to obtain this
information.
NSW Police are exempt from complying with the Information Protection
Principles in the Privacy Information Protection Act 1998 (NSW), under
section 27.
We are not aware, in recent memory, of any complaints about the CNI
being brough to Privacy NSW, and thus, have not had cause to
investigate the Police in relation to their handling of personal
information contained within the CNI.
If you have experienced any problems as a result of your information
being available on the CNI, for example, if you believe someone has
improperly used this information, then please write to me with a
complaint and we will try to assist you.

Even innocent people asking questions of a NSW Police officer are on
this database.
I have never committed a crime, nor been to a court, yet am on this
database. As you also are.
It is an infringement of civil liberties and human rights.
Why does your Baycorp Advantage credit file get wiped after 7 years,
but you cannot change records here.
It's against human rights.

CNI is just one database.
Ergo, as with virtually all databases out there, It WILL be mined.
Pattern matching WILL be used.
It will be rubbed up against other databases as required.
Think banking, taxation, social security, phone records, travel details,
medical records, insurance records etc etc etc...and wait for it -
national criminal fingerprint and DNA records to boot.
You can bet the prime database as well as the product of matching will be
miss-used even in so simple a manner of some geek accepting a bribe for
an 'extract to order' by turds out there intent on financial gain by
whatever means as well as with other geeks similar games.
This is more often done as an 'exchange' of course - geeks think it's
almost legal.
Anyhow, this rabid collection and collation of information is THE growth
industry of our times and may be used to our benefit occasionally. I have
to say I've not heard of one instance of that happening to this time.
For the rest of the time it's being used to crap on us from an enormous
height by all sorts of arseholes - funnily enough, we're usually paying
for that crap.
Just think - with a bit of extremely simple mucking about with data - one
enquiry can yield ALL the information held on a person by any number of
GovCo and Corporado owned data bases. BTW, this information is not
necessarily in this country and beholden to ANY of it's
StupidStatuteLaws, either:-)

Although I have no criminal record, there are entries
(two) on my driving record that don't relate to any
vehicle I've owned. Bike (unregistered) yes.
I've thought of asking prezactly why I have this
recorded on my class C CAR licence when I
don't hold a motorcycle licence, or rego. I have
a long expired cycle rego I don't need as I
don't ride on the road (still has the rego plate).
Saw that the day before yesterday, and know why
I don't ride in traffic. Ambo required.

FWIW, I agree with you. I couldn't give a ****ing rats what they have on me
because unless it's been tampered with, then it becomes a whole different
story. But in the meantime, I don't have too much to worry about apart from
the odd undue noise/speeding tickets and I mean how many of you don't have
those?

No, I don't believe that at all.
I know it's going on, but I *accept* it as part of modern life. Like a lot
of other things we have to put up with, there's no way around it. You either

Not taken.
I'll do neither.
I certainly *accept* what's happening, since there's No Choice in that
matter - but putting up with it is an entirely different matter.

But what I can do is to create an awareness of the Scams out there - most
of which go unannounced here and in other places.
Besides, shit-stirring those that don 't know what's going on tends to
focus their attention on the fact that stuff IS going down that most
certainly is not to their advantage.
Faint hope - but, self-interest may prevail for the victims if they get
their arses away from the TV and other disgusting edifices of the real
criminals in society . Eventually.
Besides, there are Lots of bridges to sell out there.
