how does the attach file tab at the bottom of the reply page work?
is it for uploading files off your hdd?

Yep! You got it.:)

You can click the "browse" button and you'll be able to select a file from your HDD.
Just rmember that there is a limit of 102400 bytes to the file and you are only able to use the gif, jpg, png, txt, zip, bmp, jpeg extensions though.
