Underbelly- TV series - DVD release this week

Is it true that Underbelly is being released this week, but that it won't be
able to be sold on-line(mostly due to it being banned in the state of
Victoria)? And that the only way you will be able to purchase a copy in the
rest of the country will be from B & M stores(Bricks and Mortar) like
K-Mart, Big W etc?
This is surely not going to stop A) Victorians who are on holiday/work etc
interstate buying a copy, or B) Relatives/Friends interstate buying a
copy/copies and sending them in the mail to Victoria.

I'd like to know how a Victorian court can prevent a store, say in Brisbane,
from selling it online.
