when a computer boots up and detects a processor, does it usually detect what vcore to use (when there are no jumpers for this)? And is it independent of bios version?

Don't know about Intel chips, or all permutations of socket-7/super-7, but it is true of socket-a boards. The VID pins on AMD chips directly set the Vcore regulator at first powerup. If a different Vcore is set in the BIOS, then it is assumed during POST. The BIOS has no effect at first powerup but does shortly into POST.
