Is it normal to have a delay in digital TV?
I have a normal TV on in the next room, and they are always about 2 seconds
ahead. Rather annoying if you happen to have both on at the same time on the
same channel.
I use a VP digital tuner card on a HTPC, so is this due to the decoding time
it takes to display the video, or is it just an 'feature/bug' of digital TV?
Does it also happen on a STB?

I have noticed this as well although it is only a fraction of a second difference in my area - just enough to notice and ensure that the sound on one TV is turned down to avoid an echo.
I timed it the other day. The worst has been 5 seconds. Usually about 3
seconds for me.

it is perfectly normal as it does take time for the set top box to decode. Also it is encoded at the transmitting end which also takes time. Therefore you will get a slight delay with digital.

The delay is how long it takes the station to encode the picture.
Channel 10 has close to zero delay because it works internally in digital
and converts to Analogue at the transmitter.
