I've seen one on my friends computer, I thought it sucked personally, since
4:3 is transmitted in a 16:9 size frame in Perth which creates a very small
picture on his monitor, since there's then bars across the top, and down the
sides!
is there any cards that actually have decent software that will overcome
this, and display a 4:3 picture in a 16:9 frame at 4:3 full screen??
thanks!!!

DigitalWatch for the VisionPlus has a nice zoom function built-in for 4:3 in
16:9 frame on 4:3 monitor, works quite well.
Also consider the software YXY, which can do stuff like that too.

Digi-TV from Nebula Electronics does this.

Mplayer works fine under Linux with any DVB-T card. You should be able to
adjust the cropping to eliminate the black bars on a 4:3 monitor (probably
in other applications as well).

might be a bit of confusion here, some (not many) adverts are
scaled down to fit in 4:3 format but appear as ws if
shown on a 4:3 monitor. ie. Most 4:3 adverts on a 16:9 monitor
only have the vertical left and right bars, but some, a small
number or scaled down even further so they have top and bottom
horizontal bars as well as vertical left and right bars,
because this same advert when shown on a 4:3 monitor gives
the illusion of ws because on that monitor it would only
have top and bottom horizontal bars - as if you were
playing a 16:9 dvd on that 4:3 monitor and wanted to keep
the aspect ratio so peoples faces wouldnt be stretched etc
Almost all the 4:3 transmissions in
digital in perth dont have horizontal bars but do have
vertical bars on a 16:9 monitor,

most recent 16:9 monitors will zoom in quite a bit, but why bother
because you will upset your aspect ratio, all the programs
which are advertised as ws are full 16:9 ws without any black
bars, I really think the specific case you were siting is
in relation to an odd program or odd commercail or settings
for that particular monitor or mpeg-2 viewer,
I've had friends over to a movie night occasionally and one
in particular (who shall remain nameless) insists he doesnt
want to see horizontal top and bottom bars when showing
a 2.35:1 format on a 16:9 monitor and wants me to zoom in
to fill the screen regardless of the consequent vertical
stretching of the faces and making everything look aweful !
Whats wrong with bars if you have the correct aspect ratio ?
