PROGRESSIVE SCAN PLAYER AND PROGRESSIVE SCAN TV ??

even with players with progressive scan etc etc

I found an interesting artical on progressive scan :-

It basically says that progressive scan can result in a worse picture on pal tv's. I do not know if this is true. Can anyone shed some light on this?
