Top corner one side to bottom corner opposite side. The measurement is usually not the visible screen size. So a 70cm TV will probably have 66cm visible.

TVs aren't alowed to count the size to the edge of the tube, a 70cm TV is and has to be a 70cm TV. Computer Monitors are another case, a 15" computer monitor is the same size as a 14" TV because they are allowed to measure to the edge of the tube. This does not apply to LCD monitors. TVs are also allowed legally to have a tilted image up to 10° so make sure you turn the TV on and have a look at it first before buying it.
