Considering the diversity of ownership when it comes to encoder/decoder standards, this will never happen. You may have codecs that wil cover a broad range of variations within a standard but never codecs that will cover everything.
Also a lot of software will require its own proprietary codecs to be installed so you can't do anything about that.
At the moment qtime/mpeg1/mpeg2/mpeg4/divx(xvid)/ogg/mp3/ac3/ra covers just about everything around so at less than a dozen codecs I don't see what the problem is (when you take into consideration that you need 20+ dll's just to read/write a word document).

never encode codec packs, theyre ussually very buggay and codecs inside seem to conflict with one another ..
best bet is to install the xvid, divx 3vix and ac3 codec and thats all you should need , if u need a ogm codec get that too and that should handle it all!
ffdshow plays back a wide range of codecs, not sure what / how many though.
