I have Foxtel Digital which is connected direct to my TV via a scart to
svideo cable. I have the second output going to my vcr via a scart to
composite cable. To view Foxtel through my TV I have the box set to output
svideo. That setting applies to both the outputs so obviously the svideo
signal going via composite stuffs the picture up when recording/viewing via
the vcr. To record I set the box to output "PAL", however when I select
"RGB" as the output I can also view/record this signal via the vcr. How is
it that the RGB signal can be passed down a single composite cable?

It's not, you're just seeing composite. SCART RGB uses a composite signal
for it's sync. When your box is set to RGB this composite signal is still
available on the composite video-out, as well as the SCART socket.
