To be honest, splaps was never my cup of meat. He had his moments, but
Ralphie had set the bar high. I mean the guy decided I was hiding in the
bushes outside his house and called the FBI on me.
Sigh.
Anything else for me now would be like an Olympic sprinter going down to
the corner store for milk..

The suburb where he claimed to live is a ~ private enclave with a gated
entrance south of Birmingham, Al.
IRC homes at the burg in ? started in the 200's when it opened in the mid
90's.
One of those deals where the prople who live there pay a special tax to pay
salaries of sherrifs deputies that man the gate & provide security for the
enclave in ?.

You could be describing a place where certain types of people are housed
involuntarily.

Ahh, a junkyard.
That would explain the BMW thing.

Many would agree "Ralphie, the person in ?, would qualify for admittance to
one of the places you describe.
Once inadvertedly met "Ralphie" during an air show/open house at the
facility where I worked. Bertie is still envious to this day over the fun I
had playing with his head/not that there is much in it, based on my meeting
him in person. His in person shenanigans topped those he engaged in on ADA &
AAS.
