You'd think so. But then what about a scenario where 3 people lodge votes
by proxy all in favour of a motion on notice, while another 2 attend the
meeting but they are not in favour of the motion. If the 2 present
decline to move and second the motion then its going to be recorded as
defeated, and that doesn't seem right, either.

So what is correct?

I rang the strata schemes information line listed in the phone book
under fair trading. The guy there said that motions listed on the AGM
notices do not face any moving and seconding procedure, each is in turn
simply discussed and voted on. I asked him to confirm this with a
colleague, and he answered likewise.
