Can one clamp or block cars parked on (rented) private property. Or is
there any other legal recourse available?

What do you want to achieve? How far are you willing to go to achieve it

I know that you can't clamp cars in Victoria.

Clamping varys with the state, not allowed in some states.
You can always block with say another vehicle.

In theory you can just remove it from your property,
but its legally iffy if you damage it in the process or
you put it where it can get damaged etc or illegal.

In victoria wheel clamping is illegal. dosn't matter whos property your on!
you can still be toed away though!

I do that all the time when the people from the local gym park in my
allie-way preventing me from getting to my carport at the back of my house.
i park behind them, effectivly locking them in, and place a note on their
window telling them they are parked in my driveway and i will be out the
move the car in the morning when i have to go to work. it is fun watching
them knock on peoples doors until the find the right one. i tell them i am
busy watching my favorite tv show and will be out in 40 mins to move the
car. they are never happy, but i dont see the same car their twice!

I have wondered whether it's possible to phone a tow operator and
offer them a job? They'd recoup the cost of the tow and storage by
impounding the vehicle at their yard until the vehicle owner pays
up, in much the same way the transport authority has contractors
tow away illegally-parked vehicles.
Keep a few photos of the vehicle parked on private property as
evidence.

It has to be posted [sign] that there parking illegal, and subject to being
towed away.
But if they find out its you, be prepaired for broken windows, kicked in
doors., and no Christmas cards
