99% of the Victorian population is covered that's why. You will not see
many new GSM sites in this state but mainly enhancements to blackspot areas
and increased capacity. 3G rollout has already commenced with the most
advanced 3G network technology ever used in the world

Completely irrelevant to the list of Optus SITES that comprises only TWO
rolled out in three months compared to the usual 10-15 in other months
